I'm just now testing 13.1RC2.
I selected on the boot screen English (US) as language and Spanish as keyboard.
This setting does not carry to the booted system, the keyboard remain USA.
However, I can change the keyboard definition inside XFCE, and the session
config survives a reboot, because of the persistent filesystem feature of the
USB image. It is not a global setting, though.
The text consoles, both for user "linux" and root, remain with USA keyboard.
However, setting the keyboard in YaST carries. Trying reboot... yes, it
survives.
So, the initial problem I reported for 12.3 remains, but 13.1 has a working
bypass :-)
(if the persistent filesystem allows installation of extra packages, that would
be marvelous (I have not tried))
