Looks good. Check /etc/X11/xorg.conf.d/90-keytable.conf.
...must be something different as root, all german keys are where they should be as user, although having german specified in KDE systemsettings, I have an english keyboard.... .bashrc is empty. while working with it: Keyboard settings -> Layouts -> Configure layouts was unchecked. If this is checked, a US standard layout became visible. Replacing this with a german layout fixed it.
