Good news.
I downgraded my driver to 290.10 and shut down works properly!
Details:

The other good new is:
I found excellent OBS project providing several versions of nvidia driver
including latest current, latest beta, and in my case the most important - old
versions of the driver. The Bublebee project.

So the issue has a work-around, however, please FIX the issue, it still looks
like kernel issue.
Not so good news is, I experience another shutting down issue.
This time unrelated to Nvidia, or this issue, but KDE one :(
