The Management of the Network clearly has not ever been tested by either the
application Programer nor picked up in BETA.
Quite a bold claim...
openSUSE developers live by "eat your own dogfood", and they do require network
as well, if it wouldn't work at all they sure would have noticed....

Its bad enough to have 4 different
applications to manage the network connection and even worse that none of them
function correctly
for 11.1 you are supposed to use networkmanager-kde on kde4, as
networkmanager-kde4 wasn't ready yet. It is the default in the kde4 pattern,
the networkmanager-kde4 released with 11.1 can be considered a preview, it is
up to this day still work in progress (but working pretty good)

So please try again with networkmanager-kde to discover WLANs and set a static
IP, it works fine for me, also remove networkmanager-kde4
