Which backend are you using for amarok? The error message of wine implies that
any app is already using the PCM device *exclusively* -- i.e. without dmix (or
"default", unless you redefine it by yourself).
Depending on your setup, pulseaudio is used as the sound backend on the
desktop. PA prefers the exclusive access and thus the further dmix access
won't work. Similarly, any apps started without dmix setup, e.g. accessing the
device via "hw" or "plughw" PCM name, then the further access will be blocked,
too.
So, for me, it looks more like a problem of other apps than wine.
Look at /proc/asound/card0/pcm0p/sub0/hw_params and status files while PCM is
being used. If hw_params is something like below and status shows a negative
value of delay field, then dmix is used.

channels: 2
rate: 48000 (48000/1)
period_size: 1024
buffer_size: 8192
Otherwise, it's accessed in another way.
