I can reproduce it with openSUSE 11.1.
The files are of the form
-rw------- user group /tmp/xsane-preview-*
regardless of the user's umask setting
so that there is no security issue.
It is just a waste of disk space in a directory
which is cleaned up "in a site-specific manner"
(even "recommended" to be "deleted whenever the system is booted")
see the FHS regarding the /tmp/ directory

so that this is almost no bug at all.
Nevertheless it is not nice when an application
does not clean up its stuff well and therefore
I will report it upstream.
