Beside this AFAICR the kernel should signal the disks to do flush
at shutdown. The problem seems to be hardware (SSD) that missed
this flush. IMHO we should try to avoid flushing for normal disks.
Compare this with bug #229210 ans the patch sysvinit-2.86-hddown.patch
.. here I check in C if a flush is required. The question is why this
patch does not work for this type of SSD. For this HALT_DISKS in
/etc/sysconfig/shutdown should be set to "yes" and no md raid in the
system as this would set HALT_DISKS to "no" in /etc/init.d/halt
