I think the problem stems from that udev tries to rename the interface to one of the usual crazy names (eth5; no idea how it comes up with that) and that fails and then rcnetwork decides to down all other interfaces.
AFAIK there is no rcnetwork / ifup / ifdown code that "decides to down all other interfaces".
I don't think it should really down them. Why does it touch eth0 at all in this case?
It looks like some udev rule problem to me... Christian, can you help?
