Part #1: Confirmed. gdm doesn't seem to be writing ~/.dmrc, though it honors
dmrc if I create one manually. Session changes similarly aren't preserved.
Adjusting summary. This looks to be the upstream bug
http://bugzilla.gnome.org/show_bug.cgi?id=453916 since I can work around the
problem by creating a ~/.dmrc with nothing but '\n' in it (echo > .dmrc).
Having done so, when I next log in with a non-default language, the setting
will be remembered for subsequent logins.
Part #2: Please file separately. Wild guess: if you're logging out and logging
back in immediately, perhaps some processes don't have a chance to exit
completely and are still running under the old locale, and they might then get
new child processes inheriting the old environment.
