This looks to be the upstream bug http://bugzilla.gnome.org/show_bug.cgi?id=453916 since I can work around the problem by creating a ~/.dmrc with nothing but '\n' in it (echo > .dmrc). Having done so, when I next log in with a non-default language, the setting will be remembered for subsequent logins. Part #2: Please file separately.
