If I leave the laptop alone for a while, the backlight strength will change in an erratic fashion. Sometimes it will dim successfully, other times it will dim and then immediately be set back to high strength, and yet other times it will get into a state where it flickers very quickly between dimmed and high strength. The flickering will stop after I interact with the laptop for a while (but not immediately). When this happens, the backlight strengh centered mini-window will show up, and it will remain for as long as the flickering goes on. The CPU consumption will be at 100%, and this also ceases along with the flickering.
