If you mean installation sources on local installation media like CD or DVD, then you're right, and you actually can (AFAIK) stick with these media only. You need to add an online installation source only if you want to get an online update (bugfixes) ASAP, or if you want to install software not found in other inst. sources. If you mean local cache of package metadata from installation sources, you're right as well: the cache gets refreshed and metadata get parsed in places and situations where it should not.
