By panel I mean kicker, i.e. the bar with the systray etc. on it. I have set kicker to allow other windows to overlap it. It always works if I click on the window title, i.e. that part of the window with the close button etc. Since it worked in beta2, if I remember correctly, have there been any recent commits that could have caused this? Is this maybe a kwin issue? To reproduce just set your kicker to allow other windows to overlap it and maximise a window, e.g. konqueror. Now move the mouse to the edge of the screen kicker is placed at. It comes to the front. Click on the maximised window, kicker stays in the foreground. Click on the window's title, kicker is overlapped by the window.
