Looks good to me. Checked EN, NL, DE and the encoding seems to be OK.
As I already mentioned on IRC two days ago - I'm afraid it isn't that easy. Per's temporary instance looked good on the first page, but not on the last page.
You can even see this on the live instance in Provo:

This means the database contains a mix of encodings, probably depending on the date. Fixing that will be funny[tm], see my mail from tuesday for details.
If someone knows a script to fix the encoding in half of a database, please speak up ;-) If up to me, I would not waste energy on those > 10 year old posts. Nobody should be running 11.3 anymore and count on forums support. And, fwiw, most likely none of the forums staff ever went back that far to check these old threads. So, it will be hard to find out what happened when.
