How about creating a organization wide CONTRIBUTING.md file as documented below? https://help.github.com/en/github/building-a-strong-community/creating-a-def... Repositories that need custom contribution guidelines, can create their own version of CONTRIBUTING.md. Regards, Srinidhi.
