[yast-devel] yast-rake update: send SP3 and Leap 42.3 to :Updates

Hello, SLE-12-SP3 and Leap 42.3 have been released so I have updated the YaST rake tasks to submit to :Updates OBS projects now. Fixed in yast-rake-0.2.17 [1], you can install the package from YaST:Head [2] as usually.
