[opensuse-wiki] Working on transition: Define some portals information domains (topics)

It was for me always confusing to define openSUSE documentation, in other words what we list in Portal:Documentation because just every written document is "documentation". Documentation portal setup appeared to me as impossible task, you have to list all that is already listed somewhere else. Now with Portal:Support in place that lists support options it seems easier to define what Portal:Documentation should contain. It should cover regular openSUSE usage, no configuration problems, no bugs. It should point to support in case of problems, but not attempt to list anything that is support.
