It is required only for initial translation of pages while they are still placed on English wiki, but once language wiki is established there is no need to keep English title. The only case where you can use EN title as a link to NL wiki is when bug in character set handling prevents link on EN wiki to work as expected, but that should be just temporary solution until bug is corrected.
