It would be worth pinging the translation list if it hasn't already been mentioned first, and moving the pages to the archive is better then deleting them because it gives someone a starting point should they decide to pick it up in the future.
You get a warning when trying to re-create a previously deleted one. There's also a button to restore the previous page.
Note that restoring deleted pages (and viewing their previous content) can only be done by wiki admins. Only a few people have these permissions. IMHO adding a warning like "page is outdated, see en.o.o/$page for the latest version" makes most sense. This will preserve the content at the right place, and still make it clear that it's recommended at the english version.
