In addition to all the changes in that PR, have you actually tried to import packages from Ubuntu 22.04 into Uyuni? When I did so with Uyuni 2022.05, only ~4/10 of the packages appeared to import. It looked like the issue may have been with the python3-debian package, although I suppose if you're working on openSUSE 15.4, the newer version of that package might not have the same issue.
