Never. openSuSE never updates packages except in the case of sever security bugs. Most of the time the security fixes are back ported and made available through the update repo. If you want the latest KDE 4.7 release, then you can add and update from the repositories documented here: http://en.opensuse.org/KDE_repositories#Previous_Upstream_release_aka._KR47_... If you'd like to bump up to KDE4.8, then add and update from the repositories documented here: http://en.opensuse.org/KDE_repositories#Upstream_release_aka._KR48_.28KDE_SC... This same Wiki page has all the information you should need about what repositories are available for KDE4 and what the risk/impact may be (eg updating from KDE Trunk could easily result in a broken system, but updating from KDE4.8 Stable is a pretty safe choice). This is no longer true. We're relaxing that policy somewhat for .za version increments, as this is the least work to make the bug fixes available. Also consider Firefox and other Mozilla software that has come out as major version updates as another example. We'll be releasing 4.7.4 as an online update shortly. The open question is do we ship kdepim* 4.8 as well as these fix many KMail problems, and answering that comes down to testing kdepim* 4.8 vs kdelibs 4.7.
