I think it fairer to say misfeature. The result of zypper in <some already installed package> when some configured alternate vendor's (newer version) package of same name ought to be for zypper asking for more information or offering a choice which package to "in".
If you want to change repositories, you need to specify the version explicitly. I.e., you need to use zypper install PACKAGE=VERSION Zypper will ask you to confirm the repository change. Within a repository, it's sufficient to just call "zypper install PACKAGE" to trigger a vendor change. (Needed, for example, if some repository changes vendor names on a whim, as Packman has done in the past.) Since "zypper install" does an rpm update if the package is installed already, that's the right way to do a vendor/repository change from command line. That said, it would be better if one could pass a package name to "zypper dup", for many other reasons, too.
