I'm running 11.4 up to date and LibreOffice 3.4.2: Every time I edit an .html file with borders on the whole table, it initially turns off the borders. Make my changes to the data I have to turn the borders back on and save the file. This sounds like a bug, so I would appreciate someone else test this and file a bug if necessary. In my experience, you're likely to have more success if you file directly with libreoffice.
