How about trying to run ./autogen.sh or, if that does not exist, autoreconf -fi?

autogen.sh is a convenience script created by the developer, intended to call all programs necessary to build the configure script and additional files necessary. It is usually present in the same directory as configure.{ac,in}. Jan Engelhardt --
