SECAM (Sequential Coleur avec Memoire) is a standard for encoding TV signals (just like PAL and NTSC). It's used in France (and used to be used in eastern Germany). A google.com search found tons of more technical explanations. SECAM is the term used to describe the French alternative to NTSC and PAL. NTSC and PAL encode the colour information by means of phase modulation of a colour sub-carrier. SECAM uses FM instead. I think they are compatible if you only want black and white. They also degrade at different rates when the radio signal is poor. There are slightly different national versions.
