I think you can do that with motd (message of the day), just edit /etc/motd with pico or whatever... (If exist an easier solution PLEASE send it) What I have done is writing an app in C++ using the ncurses library that dumps in the screen a color penguin. The color penguin can be shown executing every time the app or sending the output of the app into a file 'cpeng > foo' and then using the cat command 'cat foo' for displaying the penguin.
