My only guess is a network problem. Where do you get the ISO image from? If I try downloading the ISO from a mirror over your way, I get miserable rates, 10-20kb/s - which is to be expected.

Yes, but that is only a redirector, you will then be directed to a site "closer" to your location. From your IP, I see the following mirrors: http://mirror.us.leaseweb.net http://sjc.edge.kernel.org http://mirror.sfo12.us.leaseweb.net http://sfo-korg-mirror.kernel.org http://suse.mobile-central.org They should all be fine, and when you can download the ISO (even though the NET ISO is fairly small), your connection is also fine.
download.opensuse.org has address 195.135.221.134 download.opensuse.org has IPv6 address 2620:113:80c0:8::13)
Does the installer use ipv6 or ipv4?
Whichever is available, preferably IPv6.
My firewall/router seems to only support ipv4. Is there a way to direct the installer to use ipv4?
