No kernel messages constituting clues appeared during boot? Did you wait a short while before trying ENTER? Like David, I don't have Plymouth installed. I've heard that there are configurations that require it, but never experienced same. During installation, I taboo it. Its primary function seems to be to emulate Windows boot, which is to say, hide boot messages with a graphic screen until login becomes possible. Have you tried waiting a few minutes before giving up? Certain types of hangs will clear of their own accord if you wait long enough, often 90 seconds, but I've run across problems what will take more than 13 minutes before a dracut or emergency shell appears to report trouble. Can you do journalctl -b -1 after runlevel 1 boot to find persistent journal reporting errors? If not, you may need to enable persistence in /etc/systemd/journald.conf, and create directory /var/log/journal, then attempt reboot at least once before finding a prior boot journal to examine.
