RPM = Redhat Package Manager It contains ALL files needed to install the package contained within it. Advice -- try breaking the habit of thinking of everything in terms of a "windows equivalent" because most Windows stuff is, to put it frankly... broken implementations of otherwise good ideas. Case in point... "shortcuts" as compared to symbolic links. Shortcuts are extremely crippled.

If you have the file on the machine, why would you require an internet connection to open up and process an RPM file?
