I also have this message in the current (!) SuSE tumbleweed with XFCE, so this seems to be
6 years old somehow!
After login there is a dialog with
"Enter password to unlock your login keyring
The login keyring did not get unlocked when you logged into your computer"
I was trying this:

journalctl can only be seen as root:

Was not able to find any solution to this.
