Yes, it is, if certain conditions are met: 1. The graphical browser (e.g., KDE) has to be installed on the server. 2. You have to have X11 running on your client. 3. You are logged into the server with X11 tunneling enabled in SSH, or you have some equivalent setup. Given these three conditions, you should be able to see a $DISPLAY environment variable from the command line while logged onto the server. It points to a virtual X11 screen which actually is a tunnel back to your local X11. That being the case, you can invoke Konqueror from the command line manually, without running the rest of the KDE desktop remotely. Other graphical browsers can be similarly invoked remotely. You may want to consider something lighter weight than KDE for this purpose -- check Freshmeat.net for alternatives. It won't be fast unless you have at least a 10 megabit connection to the server, but it's usable.
