Almost everything in Linux is internally GMT / UTC. Why not just change the user logins on those machines to report time in GMT for a few weeks. Next month you can put them back to reporting in DST if you really need it. Personally I would just assume keep everything in GMT. The timezone source data is changed in glibc, you should be able to update these on your old systems and regenerate the data manually. Copy /usr/share/zoneinfo/* from any updated system over to the 9.1 and 9.2 systems.
