i can't figure out how to set when /var/log/wtmp gets refreshed but i noticed this file copies itself every now and then and starts fresh, how do you control this

i guess i found it #/var/log/wtmp (400) but one is the default ?

not sure but 7.2 does not have the conf file and netiehr the suslog ok The file names have not changed but try by either "locate" or "find" the files. I do not think logrotate.conf location has change in the distrubitions. read "man logrotate" if it is installed? In 7.2 I do beleive the files to rotate are listed in /etc/rc.config take a look also there.
