ip neighbor is the replacement. First hit on a search results in https://www.redhat.com/sysadmin/arp-versus-ip which talks about it in some detail.

While I often use the ip command, I still like to use the old tools occasionally, depending on what I'm doing. However, I certainly agree with the idea of bringing the IPv4 utilities in line with IPv6.
