I have to downgrade to 12.13

I am not sure what path forward you are suggesting. The bug you refer to was considered fixed and closed in August. Do we need a new bug opened now?

So either something is wrong with xt_IPMARK or it is triggering some weird bug in binutils. Any chance this can be resolved? Maybe by disabling IPMARK or by back-porting a later version of xtables-addons to 4.12? If not, I guess we'll have to keep manually linking the "extra" directory into the current kernel modules followed by a "depmod".
