Thanks for the help, the culprit was usb_modeswitch, I set DisableSwitching=1 in /etc/usb_modeswitch.conf and my phone registers as mass storage immediately. I now need to figure out a way to get usb_modeswitch to ignore my phone when it's plugged in. I also managed to get my phone to use my computer's internet connection and connect to kdeconnect by setting "usb internet" on on the phone and wicked then set up the phone as usb0. The one problem I have is getting my dhcp server to work, I had to assign a fixed IP to the phone to get it to work. I got the IP address from tcpdump -i usb0 which showed the phone's IP querying from the particular address.
