/etc/named.conf /etc/dhcpd.conf
If I understand correctly, named and dhcpd run in a chroot jail. They copy the config files from /etc to /var/lib named and /var/lib/dhcp on startup. If you edit the files in /var/lib/named and restart named, these files will be overwritten with the ones from /etc. Same for dhcp. So edit the ones in /etc then restart the service.
At least that is the way I understand it.
