Here's one that has not been mentioned....I can toggle mine on or off!
Control panel > Appearance & Themes > Style > Miscellaneous
untick > Enable Tooltips
Now back up a tab to > Effects and toggle the > Enable GUI Effects box
It doesn't seem to matter which state it's in, only that it's changed
Don't forget the apply button!
