I checked and it was not installed. I followed this site : http://opensuse-community.org/Restricted_formats/12.3 I supposed it would install all needed files.
Unfortunately, it does not work now it's installed.

I just read a bit more closely your original post and then the thought occurred to me that I myself have not yet tried to play a DVD since I installed 12.3! I exclusively use vlc but the only thing I have been using it for is to watch TV on my computer. So I decided that I had better try and play a DVD before commenting further re your problem. Well, guess what? As far as I am concerned there is a cock-up in 12.3 and it no longer handles DVDs as it did in 12.2. In 12.2 I used to insert a DVD and with vlc being my choice as the multimedia player for DVD and Audio, the DVD would automatically start up in vlc. But not in 12.3. It is a bit late here right now - it's almost 0200 hours and it is time for me to get to sleep - but I did have a quick play with System Settings>Device Actions and it seems that there is something there which has changed - and needs resetting. At least now when I insert a DVD I get the menu which asks me what I want done with it - open with vlc is one of the options now which wasn't there before. I'll play around with this at some later stage (have a busy schedule after I wake up and even tomorrow). However, you have a play with what I just said and see what you can figure out.
