Check out the script at http://eon.za.net/linux/nss/ which solves all of these Netscape problems. It handles your lock file, even if you 'kill -9' netscape. If you try to run multiple instances, it will simply open a new window with the currently running copy.
I rename the netscape binary and replace it with this script so that it works all over my system for all users.
