It's in usr/lib64/libreoffice/help/ in my case.
zypper -v in --force libreoffice-l10n-en
should populate /usr/lib64/libreoffice/help/ for you
Why would I want to do that since /usr/lib64/libreoffice/help/ already contains the help files?
That tree here only contains empty directories, and 3 xsl files totalling 43 KiB.
