Is there any known procedure to migrate all the existing KDE3 NetworkManager connections to a new KDE4 installation?
No there isn't, sorry. I rejected doing this because it would have taken time away from core features like supporting all the encryption and VPN options. KNM3 uses a complex storage scheme to serialise the Qt 3 DBUS library's internal model of connections as multi-valued KConfig fields; to produce a parser for this in the KDE 4 version would be a lot of work, and since the Qt 4 DBUS internals are different it would have been another lot of work to use this serialisation scheme directly.
If you want to do it by hand, the KDE 3 connections are all in ~/.kde/share/config/knetworkmanagerrc and the KDE 4 connections are separate files in ~/.kde4/share/apps/networkmanagement/connections/* with an index of connections in ~/.kde/share/config/networkmanagmentrc.

Hmm, it doesn't seem to be a mater of copy & paste. Any guidelines?, the IP address aren't in the same notation that kde4 uses for example (uint32 against 4 octects)...
