I think you're asking Yast to do something that your Router is supposed to do. Yast knows the MAC address.... Your router can hand out a specific address if it is told to do so for a specific MAC address. Yast can't tell the router to hand out a specific IP address from DCHP. Sounds to me like you want to configure your NIC with a static IP address, something Yast can do quite easily.
