I was about to ask you what your screen resolution is (thinking it might be screen related) but as I said before, it does run under WM.
I did see this in ps aux:

Which shows it going for the wx, and then after about 30 seconds it turns to:
root 6167 3481 0 11:12 ttyp8 00:00:00 /usr/X11R6/bin/wmweather -s KDTW
So it is sitting there doing it's thing... unless for some reason it didn't get the weather but there were no error msgs.
Yes, according to the man page, the default update is 15 minutes. You wouldn't see any change for some time. This indicates to me that it is started and is minimized. I can start it and <alt><tab> cyclt to it and raise it. <alt><mouse> drag it to another location.
