No, it's not that difficult, /etc/hosts works. I used it for years, even when I was running a DNS server. With that DNS server, I added the hosts to that file and DNSMasq used it.
I just checked my current firewall, pfSense. I see it also uses /etc/hosts for host lookup. In the *nix world, /etc/hosts is the standard location for host name lookup. I have never seen anything else.
