On the same desktop I have Leap 42.3, Leap 15.0, and Tumbleweed (TW) installed and which are up-to-date (updated this morning [and every morning]). LO is the version which comes from openSUSE and is not the version installable from the LO site itself. That is, LO is totally the product of openSUSE.
In each of these versions of oS, the following is shown in Yast2 for re the 'help' file(s) for LO version 6.0.3.2:
The only difference between these 3 versions of oS is that the _Help_ for LO does not "work" in Leap 42.3 but "works" in Leap 15 and TW.
Why _Help_ doesn't work in Leap 42.3 but does in Leap 15 and TW bearing in mind that the 'Help' files are installed in the same directory/ies in all 3 versions of oS (see the susepaste image above) is not something I can answer. Past night I updated my laptop, and LO Help doesn't work there.
Now I'm testing now on my desktop machine, which I could not update the other day because of the conflict with liberation fonts. So this moment I have LO version:
Version: 5.4.5.1 Build ID: 40m0(Build:1)
and... surprise! Help (F1) does not work. It says it is not installed. I will now proceed to update to LO 6. I hope it works better, I had problems the other day printing a file with photos.

and help is not installed, according to the program.
Yes, that is what _Help_ states when you select it but if you look at the info. in Yast -- see the susepaste image -- _Help_ is installed.
