Yup, I did a fresh install of 11.3 on my lappy and got the same error message. Just like you, I accepted it to install the restricted format stuff.
But I get it every time I run zypper patch.
Once was ok, but every time, no.

Actually I just ran zypper patch to verify I get everytime and I don't, but I've had it more than once for sure. What triggers it, I don't know.
