No. Journald explicitly does not do filtering.
It depends what you mean by ... JournalCTL does filtering, yes. Many people do not use /var/log/mail* and other separated out logs, they put everything into /var/log/messages. In effect, that is what journald does in its default configuration. But it doesn't have to be like that. You can have journald separate out by UID, for example.
