Not exactly. PDFs are a published standard; but adobe invents additions which it does not publish, or which you are not free to use.
Adobe probably got POed at Linux because every distro came up with some kind of kluge to replace Adobe, so they said, "Why should we bother--we're not welcome!"
No, it is not that simple, I don't buy it. There are many more PDF applications in Windows than in Linux. Actually, in Windows there are PAYWARE applications to create types of PDFs that we don't have. We don't have tools, to my knowledge, that can create pdf forms or signed documents for legal ussage. - -- Cheers Carlos E. R.
