Still don't know what happened but I fixed it by deleting and re-adding the printer. Strange...
another thing to try when restarting cups does not work: /usr/bin/enable <printer-name> path is necessary as 'enable' is also a bash function to enable/disable a shell builtin command. note: iiuc, this starts a stopped printer.
